Establishes a tie-breaking procedure where the chairperson casts an additional vote; if the chairperson is recused or absent, the longest-serving board member present casts the tie-breaking vote

Board members serve five-year terms after initial appointment, with a two-consecutive-term limit

Effective date is July 3, 2025 (90 days from passage on April 4, 2025)
