Mandates hospitals provide good faith cost estimates to patients requesting them for non-emergency services within 5 business days, available orally, in writing, or electronically

Estimates must include plain language descriptions, procedure codes, facility fees, the hospital's in-network or out-of-network status with the patient's insurance, and identification of any other providers who may bill separately

Hospitals are protected from liability if good faith estimates differ from actual charges, and emergency departments are exempt from the estimate requirement

Violations are subject to sanctions from the Office of Health Facility Licensure and Certification, including civil penalties up to $1,000 per violation
