Creates two new license categories for behavioral health centers: residential (group homes, forensic facilities, detox services) and non-residential (outpatient services), both regulated by the Office of Health Facility Licensure and Certification

Sets licensing fees at $250 for initial and first renewal licenses, $500 for subsequent renewals and ownership changes, with fees adjusted annually based on consumer price index

Establishes civil money penalties ranging from $5,000 to $50,000 for violations including operating without a license, endangering client health and safety, and practices resulting in hospitalization, serious injury, or death

Prohibits forensic group homes (serving adjudicated incompetent or not guilty by reason of mental illness patients) from locating within one mile of residential areas, daycares, or K-12 schools

Repeals existing licensing provisions under Chapter 27 (Articles 9 and 17) governing mental health hospitals and group residential facilities, consolidating all behavioral health center regulation under the new Article 5EE
