Bureau of Medical Services must conduct a biennial study reviewing the adequacy of reimbursement rates for providers in IDDW (Intellectual/Developmental Disabilities Waiver), ADW (Aged and Disabled Waiver), personal care services, and TBI (Traumatic Brain Injury) Program

Study must include recommendations for rate adjustments based on annual inflationary costs, contract amendments, personnel recruitment and retention costs, and other factors requiring additional provider payments

Bureau may require contracted providers to submit financial data and must compare equivalent programs both in-state and out-of-state to determine appropriate rates

Report with findings, conclusions, recommendations, and draft legislation must be submitted to the Joint Committee on Finance beginning July 1, 2027, and biennially thereafter

Repeals the existing annual capitation rate review requirement under §16B-12-3 (Inspector General chapter) and moves authority to the Bureau of Medical Services under §9-5-34
