Requires all iron, steel, and manufactured goods used in West Virginia public building and public works contracts to be manufactured in the United States

Allows waivers when domestic materials would be inconsistent with public interest, are not available in sufficient quantities or quality, or would increase project costs by more than 25 percent

Mandates a 30-day public comment period before any waiver can be granted, with the Secretary of Administration required to publish detailed justification addressing public comments

Imposes debarment or suspension from state contracts for any person who intentionally mislabels products as "Made in America" or falsely represents foreign-made goods as domestically produced

Applies to all state departments, agencies, boards, commissions, political subdivisions, and local school districts for projects including buildings, highways, bridges, transit systems, airports, and schools
