Requires the Division of Motor Vehicles (rather than authorizing the Division of Corrections and Rehabilitation) to issue identification cards to eligible inmates at no cost, no later than seven days before their release from custody

Removes the previous 180-day validity limitation, making the identification card have the same force and effect as a standard DMV-issued identification card

Eliminates provisions that allowed the temporary ID to serve as proof of identity, age, and residency when applying for a standard ID or driver's license at the DMV

Requires the Division of Corrections and Rehabilitation to assist inmates during the six months before release in obtaining birth certificates, Social Security cards, and state-issued IDs or driver's licenses

Inmates are ineligible if they already possess a valid West Virginia ID or license expiring more than 30 days after release, or if they are not U.S. citizens
