Private landowners with existing private sanitary sewer systems installed before a county or municipality constructs a public sewer system cannot be required to connect to the new public system

Counties and municipalities are prohibited from charging private landowners with pre-existing private sewer systems any fees based on the public sanitary sewer system

Private landowners with existing private systems cannot be assessed costs for improvements to, or construction of, county or municipal sanitary sewer systems

Amends the definition of "user" in county fee statutes to explicitly exclude private landowners with pre-existing private sanitary sewer systems from obligations related to public sewer infrastructure
