Authorizes the West Virginia Division of Multimodal Transportation Facilities to provide loans (in addition to existing grants) to counties, municipalities, and regional airport authorities for planning, acquisition, construction, improvement, maintenance, or operation of hangar facilities

Establishes a pilot project program with eligibility standards based on site readiness, aviation educational advancement, economic impact, market demand for hangar space, and other criteria determined by the division

Allows the division to collaborate with the West Virginia Economic Development Authority, Department of Commerce, and other state and local agencies to identify funding opportunities for hangar projects

Permits the division to limit the number of participating airports in the pilot program based on available allocated funds

Requires the division to submit an annual summary report on the loan program's status to the Joint Committee on Government and Finance by July 1 each year
