Local governments participating in the Reclamation of Abandoned and Dilapidated Properties Program must provide matching funds equal to 20% of any grant awarded by the Department of Environmental Protection, unless they can demonstrate fiscal inability using data from the State Auditor's Office

Beginning July 1, 2025, participating local governments must deposit all fines and payments collected related to property maintenance or repair violations into a separate account

These collected fines must be used exclusively for meeting grant match requirements from the Reclamation of Abandoned and Dilapidated Properties Program or for demolishing condemned structures

The requirements apply to county commissions, municipalities, urban renewal authorities, and land reuse agencies/municipal land banks that participate in the program
