Exempts government procurement policies, allowing state agencies and local governments to still establish their own preferences when purchasing vehicles for official government use

Creates a new article (Article 14) in Chapter 17 of the West Virginia Code specifically addressing prohibited governmental actions regarding motor vehicle sales and use based on power source
