Defines a child care zone as all child care property plus any abutting street or highway extending 125 feet from the grounds, applicable to licensed child care programs and licensed Head Start programs

Requires the West Virginia Division of Highways to erect signage indicating entry and exit points of each child care zone

Exempts vehicles traveling on controlled-access highways separated from the child care facility by a Division of Highways-approved fence or barrier

Imposes fines of $100-$500 for violations, with potential jail time up to six months for exceeding the limit by 15 mph or more in the presence of children; reduces fine to $25 maximum if required signage is not present
