Amends West Virginia's conspiracy statute to create a tiered penalty structure for conspiracy to commit felonies, increasing penalties based on the severity of the underlying crime

Conspiracy to commit felony crimes of violence against a person or felonies where the victim is a minor child carries 3-15 years imprisonment

Conspiracy to commit kidnapping, first-degree arson, first-degree sexual assault, or any offense punishable by life imprisonment carries 5-25 years imprisonment

Standard conspiracy to commit a felony or defraud the state remains punishable by 1-5 years imprisonment and/or up to $10,000 fine

Effective July 6, 2025 (90 days after passage on April 7, 2025)
