The rule was originally filed in the State Register on August 30, 2024, under authority of §16-4C-23 of the state code

The Department modified the rule to address objections from the Legislative Rule-Making Review Committee and refiled it on November 25, 2024

Amends §64-5-1 of the West Virginia Code to formally authorize this administrative rule
