Authorizes the Alcohol Beverage Control Administration to promulgate rules governing private clubs, wine and hard cider sales, tobacco vending machines, distilleries (including mini and micro), hemp and kratom retail enforcement, and nonintoxicating beer licensing

Amends private club rules to reduce minimum canned/packaged food value from $100 to $50, and allows private clubs on college campuses only if located in National Historic Landmark structures or at NCAA-approved Division I, II, or III sports stadiums

Permits municipalities to authorize sidewalk dining areas where licensed establishments can sell alcohol in approved PODA (Pedestrian Outdoor Dining Area) cups without the usual dining requirement for to-go sales

Allows distilleries, mini-distilleries, and micro-distilleries to retain 27% of the 32% wholesale markup on off-premises sales for tourism promotion, while remitting only 5% wholesale markup and $0.80 per case bailment fee to the state

Authorizes the Insurance Commissioner, Lottery Commission, and Tax Division to promulgate rules on Medicare Supplement Insurance, sports wagering, electronic funds transfer tax payments, alternative tax dispute resolution, and sales tax exemptions for medical equipment
