Authorizes the Office of Miners' Health, Safety and Training to promulgate rules for certification, recertification, and training of EMT miners and EMT-M instructors (56 CSR 22)

Authorizes the Division of Natural Resources to promulgate 11 separate legislative rules covering wildlife parts/pelts transport and sale, boating regulations, campground use in state parks and forests, hunting prohibitions, general hunting, waterfowl hunting, special fishing, baitfish catching/selling, and falconry

Amends campground rules to allow youth organization groups with adjacent campsites to be supervised by a single adult at the superintendent's discretion, and permits family camping groups or youth organizations to have one or two small additional tents beyond the main camping unit

Removes subsection 3.9 from the hunting and trapping prohibitions rule (58 CSR 47) as amended by the Legislature
