Authorizes the State Auditor to conduct audits of all county boards of education, regardless of the source of funds received

Requires audits to include reviews of income from local levies, state funding, and federal government sources

Changes the State Auditor's authority language from "shall have authority to" to "may" regarding receiving reports of possible fraud, misappropriation, mismanagement, or waste of state funds

Mandates the audits begin immediately upon passage of the amendment
