Requires the Secretary of the Department of Human Services to request a federal waiver from the USDA to exclude candy and soft drinks from eligible SNAP purchases

Defines "candy" and "soft drinks" by reference to existing state tax code definitions in §11-15B-2

Mandates that if the waiver is granted, the Secretary must prohibit SNAP benefits from being used to purchase candy and soft drinks

Requires the Secretary to submit the waiver request annually until approval is obtained if initially denied
