Classifies nine food additives as adulterated and injurious to health, including butylated hydroxyanisole, propylparaben, and seven artificial dyes (FD&C Blue No. 1, Blue No. 2, Green No. 3, Red No. 3, Red No. 40, Yellow No. 5, and Yellow No. 6), effective January 1, 2028

Prohibits the same seven artificial dyes from being used in any meal served in school nutrition programs, effective August 1, 2025

Exempts sellers from criminal penalties if they sell less than $5,000 per month in aggregate of food containing the banned additives

Allows schools to sell non-compliant food items at fundraising events if sales occur off school premises or at least 30 minutes after the school day ends

Maintains existing penalties for knowing violation of adulteration laws: fines up to $500, jail up to one year, or both, plus analysis costs up to $25
