Prohibits the West Virginia Secondary School Activities Commission from taking adverse or discriminatory actions against middle or high school student athletes who participate in travel sports teams

Requires student athletes participating in both public school athletics and travel sports to notify both coaches of their joint participation

Mandates that student athletes give priority to their public school athletic program when scheduling conflicts arise between school and travel sports

Permits public school coaches to also serve as travel sports coaches if they choose to do so
