Exempts charitable solicitations by tax-exempt nonprofits, isolated transactions, business-to-business sales from established companies, and customer-initiated inquiries

Classifies violations as unfair or deceptive trade practices under the West Virginia Consumer Credit and Protection Act, subject to existing enforcement and penalty provisions
