Requires the Department of Health and Human Resources to file for termination of parental rights if a parent fails to successfully complete their final allowed improvement period in abuse and neglect proceedings

Limits parents to improvement periods in no more than three separate petition filings by the department for the same child or children

Restricts parents with one prior termination of parental rights to a maximum of two improvement periods (preadjudicatory or postadjudicatory) for any child born after that termination

Allows only one improvement period for parents who have had two or more prior terminations of parental rights, or one termination combined with one or more relinquishments of parental rights in the face of termination, for any subsequently born children
