Expands who may file applications for involuntary hospitalization from any adult person to only physicians, psychologists, licensed professional counselors, licensed independent social workers, advanced nurse practitioners, physician assistants, or law enforcement officers

Allows mental health professionals, in addition to attorneys, to serve as mental hygiene commissioners who preside over involuntary hospitalization hearings

Transfers responsibility for transporting individuals requiring involuntary hospitalization from county sheriffs to the Department of Health Facilities, which must reimburse actual costs for pick up, detention, and transport

Shifts custody responsibility for individuals awaiting commitment hearings from sheriffs to mental health facilities once the individual is transported to the facility

Adds "imminent" qualifier to the standard for involuntary commitment, requiring that individuals be likely to cause serious "imminent" harm to themselves or others due to mental illness or substance use disorder
