Changes mandatory language ("shall not") to permissive language ("may not") regarding commingling invested funds with other sources and using invested money as loan collateral

Maintains existing requirements that state funds received by volunteer fire departments must be deposited into a dedicated bank account separate from other funding sources

Retains the five-year record retention requirement for all invoices, receipts, and payment records related to state fund expenditures
