Grants parents and legal guardians "complete and final decision-making authority" over their minor children's health, welfare, medical treatment, education, and religious/moral training

Prohibits government entities from altering or invalidating parental decisions unless a court finds "clear and convincing evidence" of "serious and imminent harm" to the child

Allows parents to sue the state, agencies, officials, or anyone acting under color of law for violations, seeking injunctive relief, monetary damages, and attorney's fees

Prohibits government institutions from exposing minors to obscene materials or allowing exposure to opposite biological sex nudity in public facilities including school bathrooms, locker rooms, and changing rooms

Explicitly excludes from parental rights any actions contributing to child delinquency or administering drugs that terminate pregnancy or interfere with natural puberty hormone development
