Requires farm equipment manufacturers to make documentation, parts, and tools available to independent repair providers and equipment owners for diagnosis, maintenance, and repair after the warranty expires

Applies to farm equipment including combines, tractors, trailers, sprayers, balers, and other agricultural machinery used in farming or ranching operations in West Virginia

Imposes civil penalties of at least $1,000 per violation, with each day of continued violation after notice constituting a separate offense

Protects manufacturers from liability for any damage caused by independent repair providers or owners during repairs, and does not require disclosure of trade secrets

Takes effect July 1, 2025, and automatically sunsets on July 1, 2028, with the Commissioner of Agriculture having exclusive authority to implement and enforce the law
