Prohibits camping and storing personal property on public streets, sidewalks, parks, trails, and other government-owned property without authorization

Establishes a graduated penalty system: first violation results in a written warning with shelter resource information; second violation carries up to $200 fine; third violation within 12 months carries up to $500 fine and/or up to 30 days jail

Each day camping continues counts as a separate offense under the law

Requires authorities to provide information about known alternative shelter locations, though lack of available shelter does not prevent enforcement

Exempts lawful camping at designated campgrounds, camping in state parks/forests under applicable regulations, and overnight stays in properly registered and insured vehicles parked legally
