Caps permit fees at $10,000 or one percent of total project cost, whichever is less, for multi-district broadband installation projects

Establishes automatic approval for permit applications not acted upon by the Division of Highways within 60 days, and for resubmissions not acted upon within 30 days

Requires the Division to distribute permit fee proceeds among affected districts either equally or proportionally based on the project's footprint in each district

Mandates the Division provide written notification of application deficiencies within 60 business days and environmental clearance requirements within 15 business days of receiving a complete application
