Prohibits physicians from providing hormonal therapy (hormone blockers) to minors under 18 in any circumstance for gender transition purposes, eliminating an existing exception that previously allowed such treatment for severe gender dysphoria

Amends both the West Virginia Medical Practice Act (§30-3-20) and the Osteopathic Physicians and Surgeons statute (§30-14-17) with identical language changes

Retains the existing prohibition on irreversible gender reassignment surgeries for minors under 18

Maintains exceptions for treatment of medically verifiable disorders of sex development, treatment of complications from prior gender transition procedures, and life-threatening conditions

Preserves the allowance for pubertal modulating treatment (puberty blockers) for severe gender dysphoria when specific diagnostic and consent requirements are met, but removes hormonal therapy from this exception
