Prohibits the use of ranked choice voting (also known as instant runoff voting) for all elections in West Virginia, including local government, statewide, and federal offices

Defines ranked choice voting as a system where voters rank candidates by preference, votes are tabulated in rounds with last-place candidates eliminated, and votes transfer to next-ranked choices until a majority winner emerges

Applies the ban to all local governments, including municipalities, counties, school districts, special taxing districts, and any other elected governing bodies

Voids any existing local government ordinances that conflict with this prohibition

Bars state, county, and local elections offices from using ranked choice voting for both elections and nominations of candidates
