Requires proposed redistricting plans to be made publicly available in electronic format at least 3 days before public hearings, including census data, maps, and legal descriptions

Establishes a minimum 15-day public comment period before the House or Senate can vote to adopt any reapportionment plan

Allows public participation through videoconferencing at hearings and requires the Legislature to accept written redistricting plan submissions from the public as public records
