Mandates that all local municipal elections in West Virginia be held concurrently with regularly scheduled statewide primary or general elections, changing the current permissive "may" to mandatory "shall"

Removes the requirement for municipalities to negotiate agreements with county commissions to establish election dates and other election matters when consolidating elections

Requires municipalities to share administrative costs of holding elections with the county when elections are combined with statewide elections

Caps municipal election cost-sharing at a pro-rata share based on the proportion of voters registered in the municipality compared to total county registered voters

Maintains existing poll hours of 6:30 a.m. to 7:30 p.m. for all primary, general, and special elections
