Amends the West Virginia Mothers and Babies Pregnancy Support Program under the Bureau for Public Health to expand how funds can be distributed to pregnancy help organizations

Allows program funds to be used for capital expenditures, adding additional services, meeting licensing/accreditation requirements, and training staff and volunteers at pregnancy help organizations

Maintains the fee-per-service and fee-per-hour payment arrangement set by the management agency for standard fund distributions

Prohibits abortion industry organizations from receiving any funding through the program

Pregnancy help organizations must meet standards defined by the managing agency to be eligible for program funding
