Requires the West Virginia Secondary School Activities Commission to promulgate legislative rules in accordance with the state's Administrative Procedures Act (§29A-3-1 et seq.) rather than simply "reasonable" rules

Validates all rules promulgated by the Commission on or before December 1, 2025, even if they failed to comply with administrative rulemaking requirements

Maintains the Commission's authority to regulate interscholastic athletic events and band activities for public, private, parochial, and home-schooled secondary school students

Preserves eligibility for home-schooled students, Hope Scholarship participants, and microschool/learning pod students to participate in extracurricular activities at their local public secondary school if they meet academic and disciplinary requirements

Continues requiring Commission rules to be subject to prior approval by the State Board of Education
