Establishes April 19th as "Patriots Day" in West Virginia public schools to honor the Minute Men and commemorate the Battles of Lexington and Concord

Requires all public schools to conduct educational activities about the Battles of Lexington and Concord on the Friday closest to April 19th (unless that falls during Spring Break)

Mandates that students read first-person accounts of the battles as part of the commemoration

Adds a new article (Article 36) to the West Virginia Code under Title 18 (Education)
