Prohibits physicians from providing hormonal therapy (hormone blockers) to any minor under 18 for treatment of gender dysphoria, eliminating a previous exception that allowed such treatment under strict conditions

Amends both the West Virginia Medical Practice Act and Osteopathic Physicians and Surgeons regulations to remove hormonal therapy from the list of permitted treatments for minors with severe gender dysphoria

Retains the existing prohibition on irreversible gender reassignment surgeries for minors under 18

Maintains exceptions for treatment of individuals born with medically verifiable disorders of sex development, treatment of complications from prior gender transition procedures, and procedures necessary to prevent imminent death or major bodily function impairment

Preserves the allowance for pubertal modulating medication (puberty blockers) for severe gender dysphoria when specific diagnostic and consent requirements are met, but removes the companion hormonal therapy option
