Allows any person to hunt on private property during open season without obtaining a hunting license, provided they have permission from the landowner

Currently, only resident landowners, their resident children, parents, or tenants can hunt without a license on their own land

Maintains all existing hunting license exemptions for groups including totally blind residents, active duty military on leave, residents 65+ (born before January 1, 2012), and disabled veterans

Preserves reciprocal hunting and fishing agreements with border states sharing river boundaries with West Virginia

Retains requirement that all hunters comply with existing hunting laws, rules, and seasonal restrictions regardless of license status
