Legalizes baiting for hunting game animals in all West Virginia counties by adding a new provision explicitly permitting baiting statewide

Removes "bait" from the list of prohibited methods for catching wild turkey, ruffed grouse, pheasant, and quail

Eliminates the prohibition on using bait to kill or wound bears, removing the definition of bait (which included corn, grains, animal carcasses, grease, sugars, and scent attractants)

Removes the 10-day waiting period requirement after bait removal before an area is no longer considered baited for bear hunting

Modifies bear damage claim exclusions by removing references to property used for baiting wildlife, while maintaining exclusions for feeding, observing, or hunting wildlife
