Removes the previous phased eligibility requirements for the Hope Scholarship Program that required students to first attend public school for 45 calendar days or a full instructional term before qualifying

Eliminates the 5% participation rate threshold that was set to trigger expanded eligibility on July 1, 2026

Simplifies eligibility to allow any West Virginia resident child who is enrolled, eligible to be enrolled, or required to be enrolled in kindergarten or public elementary/secondary school to qualify immediately

Effectively opens the Hope Scholarship (education savings account program) to all school-age children in West Virginia without prior public school attendance requirements
