Exemption applies to transactions where the buyer is not physically present, including telephone, mail order, and online purchases

West Virginia Treasurer's Office may establish exemptions based on the type of establishment, goods/services offered, currency denomination, or transaction amount

Violations are punishable by a fine of up to $500

Takes effect immediately upon passage, with the Department of Commerce authorized to create implementing regulations
