Establishes Eastern Standard Time as West Virginia's permanent statewide official time beginning July 1, 2025, eliminating the twice-yearly clock changes for daylight saving time

Applies to all public schools, institutions of higher learning, state agencies, departments, and political subdivisions

Repeals the current law that sets daylight saving time from the second Sunday of March to the first Sunday of November

Any existing references to daylight-saving time in state code will be interpreted to mean Eastern Standard Time after the effective date
