Defines "best available science" as reliable, unbiased research that is independently verifiable and published in peer-reviewed journals that do not charge publication fees to authors

Applies only to state regulatory actions adopted after the effective date that are either more stringent than federal regulations or adopted where no federal regulation exists

Exempts existing state regulations, actions required for federal primacy compliance, and regulations identical in substance to federal counterparts

Covers a broad range of regulatory actions including health advisories, hazard assessments, drinking water standards, remediation standards, guidance documents, and regulatory impact analyses
