Requires placement providers and child welfare workers to assess each child's clothing and necessities at initial placement and maintain an inventory that follows the child through all placements

Provides a minimum $175 supplemental clothing allowance for extraordinary needs such as illness or irreparable damage to clothing and necessities

Creates three payment options: a reloadable instant card issued within 48 hours of placement (primary method), child welfare worker purchasing card, or reimbursement to placement providers who use their own funds

Requires the Department of Human Services to create policies for instant card use, including guidelines for proper purchases and receipt reconciliation
