Removes the restriction that prevented teachers who first joined the Teachers Retirement System on or after July 1, 2015 (Tier 2 members) from converting accrued annual and sick leave into retirement service credit

Allows all teachers participating in the Public Employees Insurance Program to apply accrued annual and sick leave toward increased retirement benefits at a rate of two days of leave for each one day of retirement service credit

Maintains the existing limitation that additional credited service from leave conversion cannot be used to meet initial retirement eligibility requirements, only as extra service beyond eligibility thresholds

Does not restore the ability for employees hired after July 1, 2001 to convert accrued leave toward extended health insurance coverage premiums upon retirement
