County board of education members elected after July 1, 2024, must complete orientation training on boardsmanship, governance effectiveness, and fiscal management before assuming duties, with make-up training required within 30 days for those who miss initial sessions or are appointed.

Annual training requirements increase to 12 hours effective July 1, 2025, covering boardsmanship, governance effectiveness, fiscal management, and school performance issues including federal education laws (ESSA, IDEA).

The West Virginia Board of Education may require additional training for county board members if deemed beneficial, and failure to complete required training without good cause constitutes neglect of duty.

County board member compensation is set at $260 per meeting attended (up to 40 meetings per fiscal year) unless the board votes to approve a lower rate, with mileage payments exempted from receipt requirements.

The State Superintendent must report annually to the Legislative Oversight Commission on Education Accountability on training activities, participation levels, and number of board meetings held, beginning January 1, 2026.
