Eliminates mandatory immunization requirements for children entering public, private, parochial schools, and state-regulated child care centers in West Virginia

Makes all vaccinations voluntary, requiring only consent from the person, parents, or legal guardians

Prohibits schools, child care centers, employers, public colleges, universities, and vocational/technical schools from requiring vaccination as a condition of enrollment, attendance, or employment

Removes the existing medical exemption process administered by the state commissioner and Immunization Officer

Retains the misdemeanor penalty (fine of $25-$100) for physicians who provide false immunization certificates
