Eliminates the entire Tobacco Products Excise Tax Act (Article 17), including taxes on cigarettes, other tobacco products, and e-cigarette liquid

Removes the privilege tax on West Virginia Lottery racetrack table games operators

Repeals the tax on retail liquor purchases and the liter tax on wine sales

Eliminates provisions governing how revenue from these repealed alcohol taxes would be distributed
