Authorizes local law enforcement agencies to create and maintain a voluntary "Persons with Disabilities Registry" for individuals with developmental, psychological, or other disabilities (including autism spectrum disorder, Alzheimer's disease, dementia-related disorders, or Down syndrome) that may be relevant to law enforcement interactions

Adults with disabilities may self-enroll, while parents or legal guardians may enroll minors or incapacitated adults; enrolled minors and incapacitated adults must be notified in writing within five business days of enrollment or upon turning 18

Requires proof of eligibility for enrollment through certification from a licensed physician, physician assistant, nurse, psychologist, mental health counselor, or psychiatrist, along with documentation of legal authority for guardians enrolling others

Registry information may include the person's name, contact details, disability type, and additional relevant information that can be shared with law enforcement officers during official duties

All registry records and personal identifying information are confidential and exempt from FOIA disclosure, though information may be shared with other law enforcement agencies, emergency management agencies, fire departments, or government agencies upon showing good cause
