Authorizes principals to administer moderate corporal punishment in West Virginia public schools, reversing the current prohibition on corporal punishment by school employees

Requires the State Board of Education and county boards of education to adopt policies governing corporal punishment, including encouraging alternatives, training school personnel in alternative methods, and involving parents in school discipline

Maintains existing authority for teachers to stand in place of parents/guardians and exercise control over students from arrival at school until return home

Preserves existing procedures for excluding disorderly students from classrooms or school buses, including requirements for parental notification and conferences after repeated exclusions

Retains provisions for in-school suspension, out-of-school suspension, or alternative learning center placement for students removed from class three times in one month for disruptive behavior
