Requires all West Virginia public high school students to pass a civics test identical or substantially similar to the U.S. Citizenship and Immigration Services naturalization test as a prerequisite for graduation, beginning with the 2025-2026 school year

Students who fail the naturalization test may retake it at the beginning of each month during their junior and senior years until they pass

Mandates a civics class that includes instruction on the West Virginia Constitution in addition to the naturalization test requirement

Expands the testing window from the previous "between 9th and 12th grade" language to "at some point between 9th grade and graduation" with the new passing requirement attached

Test results may be reported in aggregate to county boards for curriculum evaluation by the board's curriculum director
