Grant applications for infrastructure projects within certified jurisdictions receive an automatic 5% bonus on scoring for all state grants, potentially pushing scores above 100%

The preferential scoring applies to both public and private infrastructure projects unless explicitly prohibited by federal law

Municipalities that are not individually certified cannot benefit from the program even if located within a certified county
